Interestingly, it appears that in order to be declared “legally blind,” one must not only have a certain degree of impaired vision, but must also have achieved blindness by legal means.  That is, someone who destroys their eyes during the course may not be “legally blind.”

 Also, someone with mental damage preventing vision is not “legally blind” either, which seems extremely problematic.  They still cannot see- why should they not receive the same legal protection?  Weird rule.  Maybe they’re faking.
